Bullet Bills are enemies from the Mario universe, they are bullet-like enemies (as the name implies) that are shot from cannons. In Mario Kart games, it appears as an item. If a racer obtains it, they will transform into a giant Bullet Bill and run at full speed.
The Bullet Bill appears as an item. Like what happens in Mario Kart games, once using it, the player will transform into a Bullet Bill and will fly in a straight line for a short amount of time, dealing 25% damage on contact. If the Bullet Bill hits a wall or the ground, it will explode, dealing 30%(the explosion doesn't hurt the user). Leaning the control stick in a direction at the time of transformation will make it so the Bullet Bill flies in that direction. However, since it requires the user transforming into a projectile, it can be reflected as well. When the Bullet Bill is reflected, the user takes 32% damage and flies in the opposite direction.
When you try to throw this item, you'll instead transform into a Bullet Bill and fly in the direction you were throwing. Anyone in your path will be knocked away. Be careful, though, since you fly fast and can barely steer—not to mention that foes can deflect you. KO them, not yourself!
